The OECD and the GATHC have allocated portions of funding to assist owner occupied residences with renovations and repairs. The OECD and the GATHC can assist in providing Rehabilitation Specialist services to determine the repairs, upgrades, and renovations necessary, develop work scopes, contracts, and bidding support, and provide oversight of the construction process. Both programs use the standard GATHC application. Applications are available upon request from OECD. All applications are processed on a first come first served basis.
These programs offer income eligible homeowners a non-forgivable, 0% interest, no monthly payment loan, due and payable when the property is sold, transferred, or otherwise encumbered. All loans are secured by a mortgage against the subject property.
Single family and multi-family owner occupied properties from one unit to four units can be assisted. All projects are limited to funding caps and not all work requested may be possible under the program limits and guidelines. Rental units will be subject to rent limits upon completion of the renovation.
As a requirement of the program, on occasion, homeowners and tenants may need to be temporarily relocated. This may be needed to perform lead based paint abatement, asbestos removal, or other conditions which might require relocation. All occupants are returned to their units just as soon as conditions will allow.
