O’CONNELL ANNOUNCES IMPROVEMENTS THAT STREAMLINE GOVERNMENT OPERATIONS AND SAVE TAXPAYERS MONEY
Taunton, MA… On March 21, 2023, Mayor Shaunna O’Connell reported to the Taunton Municipal Council that 18 financial management best practices identified by Massachusetts Department of Revenue have been implemented by the City of Taunton Finance Team.
“I thank the entire Finance Team for their efforts in incorporating the Department of Revenue’s recommendations across City government. These changes secure a solid organizational and financial foundation for Taunton and have resulted in our Bond Rating being increased to AA+ which will save taxpayers money for years to come,” said O’Connell. “It has been inspiring to see the motivation, collaboration, energy and pride from our Departments working together on this project.”
A financial management review of the City was conducted by the Department of Revenue (DOR) and the Division of Local Services (DLS) in 2013 which resulted in 22 recommendations to streamline the City’s financial organization. The DOR/DLS review consisted of interviews with City officials and Council members, as well as inspection of pertinent documentation, including the proposed City Charter, tax and balance sheets, audits, and credit reports.
Upon taking office, O’Connell requested a review of the 2013 DOR report and began implementing identified best practices. In three years, the City has incorporated 18 of the 22 recommendations, with three recommendations pending the adoption of the proposed City Charter, and one recommendation deemed unsuitable for implementation.
Chief Financial Officer Patrick Dello Russo emphasizes the importance of incorporating DOR’s best financial management practices which will allow the City to operate more efficiently across the board. “These changes will improve interdepartmental functions and operations,” said Dello Russo. “It is rare that a City successfully adopts most DOR-recommended best practices, and to have done so this quickly with 18 of the 22 recommendations showcases our commitment to the long-term vitality of this City.”
